Description
Responsible for E2E Radio Network Planning & Optimization, roll-out, MSA, sharing, Lease & Rental. Responsible for Network Infrastructure Management and Deployment adopting best practices and shared guidelines. Key interface with local market functions and business units. Key interface with NW Engineering/Operations/Quality/VPC & local SCM. Managing external stakeholder relations (i.e. local authorities). Ensure H&S Compliance and environmental requirements in VF Network infrastructure. Make sure quality KPIs are met on Access mobile/TX and fixed (Last Mile) networks.
Key accountabilities and decision ownership:
• Detailed planning and detailed Optimization:
Deliver detailed planning & design for mobile and detailed planning for fixed Access & Core Networks. Ensure the right standards and solutions are developed for deployment in the field (installation standards, documentation standards).
• Execute network deployment:
Execute mobile, fixed and core network deployment (including MSA / TowerCo / Outsourced partners), ensuring Time To Market, cost-effectiveness and quality of delivery according to H&S guidelines including in life contract management ( supplier KPI / SLA / Commercial / vouchers/ credits ) and procurement and logistic activities to ensure successful deployment of solutions.
• Ensure best in class detailed optimization activities:
Ensure best in class detailed optimization in the field at site /cluster/customer and access fixed network level.
• Manage processes in line with VF H&S guidelines:
Define, standardize and implement deployment processes fully in line with Vodafone Health and Safety guidelines and processes (e.g. construction, network upgrades, equipment installation and commissioning, FWA activation).

• Ensure optimal strategy and execution on MSA and sharing agreements as well as lease & rental contracts and LL:
Ensure optimal strategy and execution on MSA and sharing agreements as well as lease & rental contracts for Core and Access Network and LL for TX capacity; explore opportunities to optimize network infrastructures development with other local operators and Tower companies (e.g. leveraging sharing agreements and MSA management, lease line and backhauling strategy) to maximize effectiveness and efficiency and ensure proper knowledge of the local competitive environment
• Deliver efficiency programs (e.g. energy, core network sites optimization, logistics):
Deliver efficiency programs (e.g. energy consumptions optimization, core infrastructure evolutions, logistics, PO E2E process management automation, Access and Core Network preventive maintenance, rationalization of infrastructure such as network closures, transport and radio removal, E2E process improvements, simplifications, automation) in mobile, fixed and core networks.
• Evolve & review network development tools:
Evolve network development tools to accelerate digital strategy and automation, exploring strategic coding insourcing opportunities
• Prepare Network Development CAPEX/ OPEX/ Cost out plan:
Prepare Network Development CAPEX/ OPEX/Cost out plan based on Demand and Planning inputs on Market priorities and Group strategy, with demand management transparent to interlock local functions
• In country demand management:
Consolidate and assess in country demand related to micro optimization/field needs
Core competencies, knowledge and experience:
• Excellent understanding of the telecommunications market
• Technical experience in multinational companies and large matrix organizations
• Experience managing disperse teams
• Ability to adapt quickly in a fast changing environment
• Excellent communication and stakeholder management skills
Must have technical / professional qualifications:
• High-level degree in telecommunications
• 10+ years of experience within the Network function
• 5+ at least in a senior role.
• Experience in both Fixed and Mobile Network functions is preferable
